Dear Representatives Demings and Bacon,

The Federal Law Enforcement Officers Association (FLEOA) is the nation’s largest professional, non-profit association representing more than 30,000 federal law enforcement officers from all 65 federal agencies. Today, we write to you in support of the reintroduction of legislation that would allow active federal law enforcement officers to purchase retired service weapons for personal or commemorative use.

Federal Management Regulations currently require that any federal agency "destroy unneeded firearms by crushing, cutting, breaking, or deforming each firearm to ensure that each firearm is rendered completely inoperative and incapable of being made operable for any purpose except the recovery of basic material content” 41 CFR 102-40.175(f). The materials may be sold for scraps. This is a senseless waste of government property and money that only serves to increase greenhouse gas emissions by sending additional toxic gasses from the destruction process into the environment.

Many federal agencies are currently in the process of replacing government-issued pistols which many agents and officers are interested in purchasing for personal use. These agents and officers are fully trained and sworn law enforcement officers who are certified in, and possess the authority to, own these types of firearms. It only makes sense to allow those who are interested the opportunity to purchase one of these firearms slated for destruction by paying fair market value and potentially return millions of dollars of federal revenue.

This is a commonsense reform to an outdated regulation. We appreciate your leadership in reintroducing this bill and look forward to working with you to see this bipartisan legislation passed into law.
