FLEOA Supports Making PSOB Disability Claims

April 28, 2021

Honorable Bill Pascrell                                                                                                                                     United States House of Representatives
2409 RHOB
Washington, DC 20515

 Dear Representative Pascrell,

I am writing to you today on behalf of the nearly 30,000 members of the Federal Law Enforcement Officers Association to express our strong support for the "Protecting America’s First Responders Act of 2021.”  We are grateful for your leadership on this issue and for your efforts to ensure that all law enforcement officers are able to access Public Safety Officers’ Benefits (PSOB) Program disability benefits, especially those stemming from the 9/11 terrorist attacks, with reduced bureaucratic hurdles.

The PSOB program was instituted by Congress in order to provide line of duty death and disability benefits to law enforcement officers and provide education benefits to children of law enforcement officers lost in the line of duty.  Over the years, however, the language in the statute has made it impossible for far too many officers to qualify for any type of disability benefit.  This includes 9/11 responders, who as we know are still being impacted by lingering health issues metastasizing years later after the attack.  This of course is tantamount to creating a program but making it impossible to access.

Your legislation would clarify the language in the statute to make it easier for all first responders who qualify to be able to access PSOB disability benefits.  This small but important change would help many responders and will clarify the intent of Congress with the PSOB program when passed into law.

We appreciate your leadership on this important legislation and look forward to working with your office on the passage of this bill.                                                                                                                                                                                                                                                                                                                                                                                                                                                         Sincerely,                                                                                                                                                                                                                                                                                                                                   Larry J Cosme
