Endorsement of Blue Alert Act of 2015

March 18, 2015

The Honorable Benjamin Cardin
U.S. Senate
509 Hart Senate Office Building
Washington, D.C. 20510

Dear Senator Cardin:

I am writing on behalf of the more than 26,000 members of the Federal Law Enforcement Officers Association (FLEOA) to advise you of our strong support for the "Rafael Ramos and Wenjian Liu National Blue Alert Act of 2015.”

The "Rafael Ramos and Wenjian Liu National Blue Alert Act of 2015” would provide valuable, timely and location specific information regarding the serious injury and/or line of duty death of a law enforcement officer. As you know, time is of the essence in these situations and this bill would be instrumental of finding, arresting and bringing to justice those who injure or kill members of law enforcement.

This bill maintains the anonymity of the law enforcement officer involved while providing valuable information on suspect(s) involved on a multi‐jurisdictional network that provides seamless communication of the "Blue Alert." This is a successful concept first introduced with missing children through "Amber Alert," and is a logical progression to aid law enforcement officers by incorporating the citizenry to aid in apprehension of wanted persons without subjecting them to harm. This will alert members of our society of dangerous individuals that may be in their local area. Additionally, a Blue Alert could now be issued in cases where there is "a confirmation by a law enforcement agency that an imminent and credible threat exists to kill or seriously injure" a law enforcement officer.

On behalf of the membership of the Federal Law Enforcement Officers Association, thank you for your leadership on this important issue. Please do not hesitate to contact me if we can provide you with any additional information or assistance.

Respectfully,

Frank Terreri
National Vice President for Legislative Affairs
