Dear Representative Maloney:

I am writing on behalf of the more than 26,000 members of the Federal Law Enforcement Officers Association (FLEOA) to advise you of our strong support for H.R. 517, "The Federal Employees
Paid Parental Leave Act of 2013.”

The Federal Employees Paid Parental Leave Act of 2013 allows federal employees to substitute any available paid leave for any leave without pay available for either the: (1) birth of a child, or
(2) placement of a child with the employee for either adoption or foster care. Importantly, it makes available (subject to specified requirements) for any of the 12 weeks of leave an
employee is entitled to for such purposes: (1) four administrative weeks of paid parental leave in connection with the birth or placement involved, and (2) any accumulated
annual or sick leave.

This important legislation will not only be beneficial for the government by enhancing recruitment and employee retention, it will keep the federal government on par with the private
sector, local and state government policies regarding Parental Leave.
