Financial Distribution Req for Federal LE Agents

August 22, 2012

The Honorable Joseph Lieberman
Chairman
Committee on Homeland Security & Governmental Affairs
706 Hart Senate Office Building
Washington, D.C. 20510

Dear Chairman Lieberman:

On behalf of the Federal Law Enforcement Officers Association (FLEOA), I am requesting the tempering of the implementation of the STOCK Act (P.L. 112-105) in order to ensure that information that may pose a security threat to federal law enforcement officers is protected.

FLEOA is strongly concerned that Section 11 of the STOCK Act will require agencies to post the financial information of senior level federal law enforcement officers, including that of family members, on a publicly accessible website. Law enforcement officers deal with criminals, terrorists and others who would seek to harm them if given the right tools. Financial disclosure forms would provide those that seek to do harm with the banking institutions used by the law enforcement officer and other information that could lead to the location of the officer’s family or make the officer a target of criminal activity. Not only is this a personal security concern, but it could also impair law enforcement operations.

While the intent of the bill was to prevent elected officials from benefiting from what is defined as insider-information, Section 11 can and will endanger the lives of federal officers and their families by disclosing personal and sensitive information. Transparency does not equate to law enforcement vulnerability.

On behalf of the membership of the Federal Law Enforcement Officers Association, I thank you for your continued efforts to bring transparency to government and your continued support of the law enforcement community. Please do not hesitate to contact me if I can provide you with any additional information or assistance.

Respectfully,

Frank Terreri
National Vice President for Legislative Affairs
Federal Law Enforcement Officers Association
