Dear Representative Fitzpatrick:

On behalf of the Federal Law Enforcement Officers Association (FLEOA), I would like to express the Association's support for H.R. 329, the Strengthening Background Checks Act of 2013.

This Act addresses critical information necessary to background checks. Presently, a dearth of stipulated information concerning criminals, violent individuals and the mentally unstable is missing from The National Instant Criminal Background Check System (NICS) checks. This system, of which states voluntarily participate in, is a tripwire against prohibited persons legally accessing weapons, but it is only as good as the information placed into it by the states.

This Act is a fair approach to improving the national background check system by providing incentives to states for achieving higher information compliance levels and penalties if states do not meet their stipulated goals.
