Labeling of Toxic Substances Act

Dear Speaker Boehner and Minority Leader Pelosi:

As the Federal Law Enforcement Officers Association (FLEOA) National Vice President for Legislative Affairs, I am expressing the strong support of FLEOA’s membership, which numbers in excess of 26,000 members, for H.R. 4975, The SALTS Act (short for "Synthetic Abuse and Labeling of Toxic Substances Act of 2014”). The SALTS Act allows federal prosecutors to build cases using factors like packaging, price, and manufacturing practices as evidence of intent to sell an illegal drug. By making it easier to prove that synthetic drugs are intended for human consumption, the intent of this legislation is to help law enforcement in their fight to get these drugs off the streets and out of stores.

FLEOA believes that this legislation is integral in protecting the American public from dangerous synthetic drugs. Many of the estimated 200 controlled substance analogues on the market
today are designed to mimic the effects of hallucinogenic drugs like ecstasy, PCP and LSD, as well as THC, the principal chemical in marijuana. Our law enforcement membership fully supports efforts to regulate these dangerous synthetic drugs.

FLEOA has members who have participated in two nationwide operations targeting the importation, manufacture and distribution of designer synthetic drugs – Operation Log Jam in July 2012 and Operation Synergy in June 2013. These operations resulted in the seizure of $93 million in cash and assets; the removal of at least 10 tons of synthetic drugs from the supply chain; 318 arrests; and the execution of 681 search warrants, including at least 29 for drug manufacturing facilities.

On behalf of the membership of the Federal Law Enforcement Officers Association, I thank you for your combined efforts to continue to protect our citizens from these dangerous synthetic drugs and assist law enforcement officials the ability to pursue the manufacturers and sellers of these compounds with legislation that deems them illegal.
