Dear Chairman Leahy and Ranking Member Grassley:

On behalf of the 26,000 members of the Federal Law Enforcement Officers Association (FLEOA), I am writing to express our support for S. 1690, the Second Chance Reauthorization Act. The bill evidences a sustained enlightened approach toward dealing with prison overcrowding and rising incarceration costs.

Unfortunately, the "Lock’em up and throw away the key” approach is unrealistic and unsustainable. It is important for us to continue to focus on, and reinvest in, the implementation of effective re‐entry programs. This bill allows for effective reintegration programs that will ultimately reduce recidivism.

While we maintain that violent criminals should receive the maximum allowable sentence, we do not object to the good conduct component of this bill.
