Denis Donovan is a Criminal Investigator with the United States Marshals Service (USMS) in Detroit, Michigan. He began his career in the USMS in 1996. Mr. Donovan's duties in the USMS has ranged from 2 years on the High Intensity Drug Trafficking Area (HIDTA) "Safe Streets" task force, Deputy in Charge of the USA v. Koubriti terrorist trial, to conducting fugitive investigations on federal and state fugitives. Mr. Donovan has also been an instructor for Investigative Services Division, International Branch, for foreign law enforcement officers, at the Special Operations Group Training Center (SOGTC).
As a member of the Special Operations Group, Mr. Donovan most recently completed a 6-month tour in Baghdad, Iraq. While in Iraq, Mr. Donovan was among a team of federal investigators assigned to the Regime Crimes Liaison's Office (RCLO). His duties were to conduct investigations into the war crimes committed by the former Iraqi Regime. Specifically Mr. Donovan was assigned to investigate the war crimes committed against Kuwaiti and Iraqi citizens and military members during the Iraqi invasion of Kuwait in 1990.
Mr. Donovan has been a member of FLEOA since 1996, and became the Secretary of Chapter 21 in 2000. In 2001, Mr. Donovan was elected Vice President, and in 2002, elected to his present position as president of Chapter 21. Mr. Donovan is also currently the USMS Agency Vice President, a position he has held since January of 2005.
